So if you find out that EVERY one of these (worldwide) is a deception and disinformation, every radio show host, every speaker or person holding themselves out to be "knowledgeable" on the subject or have done research - would you not be in shock and awe? What would it take to steer every writer who has authored a book, every speaker, every talk-show host, every journalist WORLDWIDE? The information would have to be so damaging, it would have to parallel the statement made to Peter Kawaja in 1991 by the Financial Times (London) and ABC-Nightline producers; "we do not wish to topple the entire UNITED STATES government".

For years you've been listening to broadcasts like Art Bell, now Coast to Coast, Jeff Rense, Alex Jones, The Power Hour and a slew of others to include all the paytriot stations like WWCR, Genesis Radio, American Voice Radio, - ALL, much more to list, and each one of these "stations or talk-show hosts" HAVE IN FACT covered GWS and told you they were bringing you the truth by exposing a government cover up and presented to you, either or both; Joyce Riley or Garth Nicolson, as well as a series of other misleader minions.

WHY would every radio host DELIBERATELY misrepresent the truth, hide it from you and present to you an alternative storyline? It isn't that they did not know about the subject matter or that they never heard about Peter Kawaja, it is that they all (like all the book authors) made a conscious decision to mislead you and commit TREASON against America.

Here's how: Take the position as-if you are going to write a book. You have decided you want to write a book about Desert Storm and Saddam's WMD. You know nothing, you have no background, you are not a veteran, you are a college student doing this research.

Start at this point; January 1990, before Desert Storm and work your way through searches through to 1991, then of course you can do a further check from 1991 through today.

You will be amazed that you will not find any Gulf War information from, or the names of, Nicolson or Riley mentioned in ANY newspaper, radio, or TV - until 1995 right after the Murrah Building bombing.

BUT - you will find mainstream media information on Peter Kawaja and the PIT plant in Boca Raton, Florida. Here is your first reality check eye opener. Although much of the news articles are no longer available, there are enough left which can be found and all document that the key-main person appearing in newspapers (see below) such as Miami Herald, Palm Beach Post, Dallas Morning News (and a slew of others) as well as on ABC-Nightline with Ted Koppel, and the Financial Times of London is; yes - PETER KAWAJA.

Now you are asking yourself, self - if before and during the Gulf War, mainstream press and TV covered WEAPONS OF MASS DESTRUCTION, and specifically, IRAQ and the arming of Iraq and Saddam's WMD, and in untold numbers of these media stories was the name of Peter Kawaja, how is it that if he was talked about in so many news articles, that he "disappeared" or was MADE TO DISAPPEAR from history when every "researcher" who wrote books about Desert Storm or Saddam from 1991 to present, NEVER MENTIONED Peter Kawaja.

Yet these same authors, radio show hosts, et al, all told you they did research, they investigated the information and you should buy their book or their video, or listen to their shows and buy their products to support their radio shows and to help veterans. (puke).

Once again, it is not that all these researchers did not find my name, it is that they deliberately misled you all these years! EVERY ONE OF THEM, and they still continue to mislead you today, so they have their books published-sold, or so they can be touted as "knowledgeable" by and be on of the cult who are protecting the perpetrators-enemies of America.

Agents arrest man in threats

Inspectors from Federal Protective Services — a branch of the Homeland Security Department — arrested a Bettendorf chiropractor Friday accused of making harassing phone calls to the Department of Veterans Affairs office in Des Moines.
Kenneth C. Tennant, 45, 3447 Magnolia Court, remained in the Polk County, Iowa, jail late Friday afternoon, charged with third-degree harassment.
Although it is a state charge — and a misdemeanor — Federal Protective Service, or FPS, personnel were involved because the VA office is a federal facility, said special agent Wil Calvey.
The FPS provides law enforcement and security services to more than 1 million tenants and daily visitors to all federally owned and leased facilities nationwide, according to its mission statement. FPS focuses directly on the interior security of the nation and the reduction of crimes and potential threats to federal facilities.
Calvey said two inspectors from Des Moines had been investigating Tennant after receiving complaints from the VA office.
“He had been harassing them for the past three years,” said Calvey. “We were looking at the messages and while there were no direct threats, the language was abusive and derogatory and seemed to be getting worse.”
Proactive measures
The specific nature of the calls, or a dispute between Tennant and the VA, was not divulged by FPS officials or the VA.
Calvey said the elevated threat of terrorism, coupled with a better understanding of workplace violence, have led the service to take a more proactive approach to dealing with harassment.
“We are trying to nip these things in the bud rather than let them escalate into a greater problem,” he said. “When you let things go, and people are not punished, they get worse and you have an increased chance of an incident where someone is injured or killed.”
Tennant will be prosecuted by the Polk County Attorney’s office, not in federal court, Calvey added. His bond was set at $325.
Tennant works at American Family Chiropractic, 1530 State St., where he shares an office with three other chiropractors. One of the doctors, who did not wish to give her name, said she was surprised by the charges and was not aware Tennant had a dispute with the VA.
According to federal court records, Tennant filed a lawsuit in 1998 disputing a denial of disability insurance benefits and Supplemental Security Income. After a two-year legal battle, the U.S. Court of Appeals Eighth Circuit upheld the denial.

An absolute proof that Bush’s mental illness has put him out of touch with reality, including the real danger of North Korea having nuclear bombs, is Bush appointing Bolton as Ambassador to the UN one of the most mentally ill, fascist authors of The Bush Doctrine who has viciously vilified the UN and who is the author of the extreme hard line Bush has taken against North Korea which has caused Jong Il to race to develop nuclear weapons.

Jong Il refers to Bolton as “blood sucking scum.” And this appointment is supposed to defuse the nuclear crisis with North Korea? It is insane to think so.

Just when world pressure was causing Syria to withdraw its troops from Lebanon, Bush’s narcissistic need to take the spotlight and prove his manhood by demanding Syria get out immediately, “I will accept no half measures,” was equivalent to pouring gasoline on the Lebanese crisis. The next day well over a half a million anti-American/pro-Syrian Lebanese, furious that Bush was trying to dictate how they should run their country, flooded the streets demanding Syria stay and pushing an extremely dangerous and explosive situation to the brink of a civil war, all because of Bush’s sickness and inability to understand that with quiet diplomacy this crisis could have been peacefully solved. Crucell and NIH Sign 21.4 Million Ebola Vaccine Manufacturing Contract

LEIDEN, Netherlands, April 14, 2005 (PRIMEZONE) -- Dutch biotechnology company Crucell N.V. (Euronext:CRXL) (Nasdaq:CRXL) announced today that it has signed a manufacturing contract with the Vaccine Research Center (VRC), part of the National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH), for the manufacture of vaccines against Ebola infections.

Under the terms of the contract, Crucell will manufacture up to ten batches of clinical material of the PER.C6(r)-based Ebola vaccine in its own manufacturing facility. These materials will be used for Phase I and early Phase II clinical studies in humans. Crucell will receive up to 21.4 million (US$ 27.6 million) from the VRC for the manufacturing of these clinical lots.

Feds at loss on how flu strain got to labs

WASHINGTON (AP) -- Federal officials are still at a loss to explain how a potentially deadly strain of influenza could be sent to more than 4,000 labs around the world.

The Centers for Disease Control and Prevention is operating under the presumption that the H2N2 strain was purposefully included in the panels designed to test the labs' proficiency in identifying viruses.

"I'm sure it was not an inadvertent use," said Dr. Julie Gerberding, CDC director, "because it would be almost impossible to believe that they didn't know they were dealing with H2N2."

The samples were sent, beginning in September, as part of a testing process that measures a laboratory's proficiency in detecting various strains of influenza. The College of American Pathologists directs the testing and contracted with Meridian Bioscience Inc., a company based in Cincinnati, to distribute the test panels.

The organization has a policy of excluding micro-organisms that can harm people from the test panels.

Dr. Jared Schwartz, an officer with the organization, said Meridian thought it had sent an ordinary flu strain, meaning a strain for which there are vaccines readily available. He said Meridian found the virus in 2000 in a "germ library" that had come from another company.

Meridian executives were traveling and not available to comment, spokeswoman Brenda Hughes said.

Gerberding said she believes the strain was included in the test kit because it grows well and can be easily manipulated in the lab yet "without really considering that even a test strain in a panel could potentially cause a hazard, not only to the workers in the lab but to the people in the community."

CDC officials said the likelihood of the virus getting out in the public is remote, and that there are no signs anyone has contracted it.

"If an unusual virus had emerged, we would have known it by now," Gerberding said.

Still, she said, the agency was intent on ensuring that every sample shipped to more than 4,000 labs in 18 countries or territories had been destroyed.

The World Health Organization's influenza chief, Klaus Stohr, said he was "relatively confident" most of the samples outside the United States would be destroyed by Friday.

Canada, South Korea, Hong Kong and Singapore have destroyed their samples, while Japan was doing the same, WHO said. Taiwan and Germany announced they had destroyed all their vials.

The germ, the 1957 H2N2 "Asian flu" strain, killed between 1 million and 4 million people. It has not been included in flu vaccines since 1968; anyone born after that date has little or no immunity to it.

Gerberding said the CDC would work with the pathologists and other organizations to establish better guidelines for proficiency testing.

Congressional action is also possible.

Senate Majority Leader Bill Frist, R-Tenn., a heart-lung surgeon, said the shipments underscored "the need to bolster America's domestic and global public health infrastructure."

Rep. Edward Markey, D-Mass., said the virus shipments raises concerns about how they could be used by terrorists.

"We need a strong system to be put in place to limit the access to these materials and reduce the potential for an accidental or an intentional release of pathogens that pose a serious health hazard," Markey said in a letter to Michael Chertoff, the secretary for homeland security.

Mike Osterholm, director of the Center for Infectious Disease Research and Policy at the University of Minnesota, said he agreed that Congress should review how the strain was so easily distributed.

"We can't have this happen," Osterholm said. "Who needs terrorists or Mother Nature, when through our own stupidity, we do things like this?"

Disease Control Center Hoping Data Will Help Stop Epidemics

As part of a new pilot program Delta Air Lines will provide the Centers for Disease Control and Prevention with electronic passenger data that might help stop the spread of infectious diseases such as SARs and influenza.

The Centers for Disease Control and Prevention (CDC) told a congressional panel that the information would allow health officials to more quickly notify and advise travelers who might have been exposed to illnesses or biological agents. Passenger lists are currently sent electronically to the Customs Bureau which checks to see if any potential terrorists are aboard flights bound for the US. The CDC wants access to the same lists but only for flights coming from places with an outbreak of an infectious disease or for those that carried a passenger later found to be infected.

Privacy advocates warn that safeguards are needed to protect the information. Marcia Hofmann, an attorney for the Electronic Privacy Information Center, told the Associated Press the government is seeing that massive amounts of data can be useful for any number of purposes. “There need to be some regulations or restrictions on how airlines can share passenger information like this,” she said.

A dangerous strain of the flu virus that caused a worldwide pandemic in 1957 was sent to thousands of laboratories in the United States and around the world, triggering a frantic effort to destroy the samples to prevent an outbreak, health officials revealed yesterday.

Because the virus is easily transmitted from person to person and many people have no immunity to it, the discovery has raised alarm that it could cause another deadly pandemic if a laboratory worker became infected, officials said.

As a result, health authorities were urgently working to make sure all samples are destroyed and to closely monitor anyone who may have come into contact with the virus for signs of illness, officials said.

"This virus could cause a pandemic," said Klaus Stohr, the World Health Organization's top flu expert. "We are talking about a fully transmissible human influenza virus to which the majority of the population has no immunity. We are concerned."

Although no infections have been reported, and the chances of infection are probably low, the potential consequences are so grave that urgent steps were necessary, he said.

"If a laboratory accident were to occur, a person could become infected. If that happened, that person would likely fall ill and he or she could infect somebody else. And that could mark the beginning of a global outbreak," Stohr said.

WHO is working with the federal Centers for Disease Control and Prevention in Atlanta and other national health agencies to contain the situation, he said, adding that "the level of concern about this virus is very high."

The virus, known as an H2N2 strain, killed 1 million to 4 million people worldwide in 1957 and 1958, including about 70,000 in the United States. Because the virus has not circulated in the wild since 1968, anyone born after that would have no natural immunity to it. Since then, the virus has been kept only in high-security biological laboratories.

The problem arose when a private company, Meridian Bioscience Inc. of Cincinnati, sent a panel of virus samples to about 3,700 laboratories, some in doctors' offices, to be tested as part of routine quality-control certification conducted by the College of American Pathologists. An additional 2,750 laboratories, all in the United States, received the samples as part of other certification processes and were asked to destroy them, CDC spokesman Dan Rutz said.

The panel samples usually include only strains of the flu virus that are relatively benign, Stohr said. "We would consider this an unwise and unfortunate decision," he said.

The 3,700 samples were sent out beginning last fall, primarily to labs in the United States, although 14 were in Canada and 61 were in 16 other countries, Stohr said.

"The people who are handling this are extremely experienced in dealing with potentially dangerous pathogens, and we have no reason to believe that there were any breaches," Rutz said. "But there's always a concern about a virus to which a sizable part of the population has no immunity, and we're interested in seeing to it that it's neutralized as quickly as possible."

The mistake came to light March 25 when the National Microbiology Laboratory in Winnipeg, Manitoba, identified the virus. "They were doing this routine testing and identified this virus and said, 'This shouldn't be here,' " Rutz said. Canadian officials notified WHO and the CDC on Friday.

"We have requested that additional measures be taken -- that the laboratories have to acknowledge receipt of the message in written form, to confirm that they have destroyed any of these samples, and that they would monitor their laboratory staff for any respiratory disease," Stohr said.

Robert G. Webster, a flu expert at St. Jude's Children's Research Hospital in Memphis, called the incident "a terrible, terrible mistake."

"I have been telling WHO for a number of years that this is a dangerous virus that is still out there in more labs than they know," he said. "This may alert WHO and Homeland Security and whoever wants to know that each and every H2N2 sample from 1957 needs to be rounded up and locked down."

Neither the College of American Pathologists nor Meridian Bioscience was aware that the virus being shipped was the deadly 1957 strain, said Jared Schwartz, a pathologist and spokesman for the college. The college asked the company to ship a Type A strain of virus, he said, and Meridian's paperwork indicated that this strain was benign.

"For reasons I don't understand and Meridian doesn't understand, the documentation they had was incorrect," he said, adding that the source of the mislabeling was unclear.

Meridian may have obtained the strain from another company that had misidentified it, he said. Even had Meridian known it was the deadly H2N2 strain, Schwartz said, current federal guidelines would have allowed the company to ship it. He said that neither the college nor the company was aware CDC was considering whether to reclassify the strain as too deadly to ship.

Schwartz said a mechanism is being established to require anyone shipping pathogens to notify the CDC about what strains of virus are involved.

Scientists around the world were scrambling to prevent the possibility of a pandemic after a nearly 50-year-old killer influenza virus was sent to thousands of labs, a decision that one researcher described as ``unwise.''

Nearly 5,000 labs in 18 countries, mostly in the United States, were urged by the World Health Organization to destroy samples of the dangerous virus because of the slight risk it could trigger a global outbreak. The labs received the virus from a U.S. company that supplies kits used for quality control tests.

``The risk is low and we've taken appropriate action,'' said Dr. Nancy Cox, chief of the influenza branch at the Centers for Disease Control and Prevention in Atlanta.

Her counterpart at WHO, Klaus Stohr, agreed but said, ``If someone does get infected, the risk of severe illness is high, and this virus has shown to be fully transmissible.''

The germ, the 1957 H2N2 ``Asian flu'' strain, killed between 1 million and 4 million people. It has not been included in flu vaccines since 1968, and anyone born after that date has little or no immunity to it.

The WHO said Tuesday that there have been no reports of infections in laboratory workers associated with the distribution of the samples and that ``the risk for the general population is also considered low.''

Still, the decision to send out the strain was described by Stohr as ``unwise'' and ``unfortunate.''

The CDC learned Friday that test kits prepared by Meridian Bioscience Inc. of Cincinnati contained the virus. The company makes kits for at least four groups that help labs do proficiency testing, which involves identifying viruses to check a lab's quality controls or to acquire certification.

The largest of those groups, the College of American Pathologists, said it had sent 3,747 kits to various labs starting last year and ending in February.

Dr. Jared Schwartz, an official with the pathology college, said Meridian was told to pick an influenza sample and chose from its stockpile the deadly 1957 strain, which it had received from a ``germ library'' in 2000.

Other test kit providers also used the strain. Schwartz identified them as Medical Lab Evaluators, the American Association of Bioanalysts and the American Association of Family Practitioners.

Officials at Meridian could not immediately be reached for comment late Tuesday after business hours.

Most of the labs that received the test kits were in the United States, Stohr said. Fourteen were in Canada and 61 samples went to labs in 16 countries in Europe, Asia, the Middle East and South America, according to the WHO.

Some of the labs outside the United States have already incinerated their samples, he said, and WHO hoped the rest of the vials would be destroyed by Friday. The health agency would not name the other countries whose labs received the samples.

The kits contain blind samples that labs must correctly identify to pass the test. The influenza virus included in the kits typically is one that is currently circulating or has recently circulated.

A Canadian laboratory detected the 1957 pandemic strain on March 26 in a sample that was later traced to a test kit.

The WHO notified health authorities in countries that received the kits and recommended that all samples be destroyed. The College of American Pathologists asked labs to incinerate the samples immediately and confirm their actions in writing.

The virus' presence in thousands of labs focused fresh attention on the safe handling of deadly germs - an issue that led to toughened U.S. rules after anthrax was sent in the mail in 2001, killing five Americans.

Cox said officials strongly doubt someone deliberately planted the dangerous germ. ``It wouldn't be a smart way to start a pandemic to send it to laboratories because we have people well trained in biocontainment,'' she said.

But Stohr said the test kits are not the only supplies of the 1957 pandemic strain sitting in laboratories around the world. ``The world really has to think what routine labs should be doing with these samples they have kept in the back of their fridges,'' he said.

The Pentagon never told Congress about more than 20,000 hospitalizations involving troops who'd taken the anthrax vaccine, despite repeated promises that such cases would be publicly disclosed.

Instead, a parade of generals and Defense Department officials told Congress and the public that fewer than 100 people were hospitalized or became seriously ill after receiving the shot from 1998 through 2000.

They also showed Congress written policies that required public reports to be filed for hospitalizations, serious illnesses and cases where someone missed 24 hours or more of duty.

But only a sliver of those cases were reported, while the rest were withheld from Congress and the public, records obtained by the Daily Press show.

Critics of the vaccine, veterans' advocates and congressional staffers say the Pentagon's deliberate low-balling of hospitalizations helped persuade Congress and the public that the vaccine was safe.

Keeping the actual number of illnesses secret contributed to a shorter list of government-recognized side effects for the drug, giving patients and physicians a false idea of what might constitute a vaccine-related illness or problem. Doctors are expected to know the full list of side effects and alert federal drug safety officials whenever they see a repeat of those symptoms.

Repeated evidence of the same adverse side effect after a vaccination is one of the most telling signs of a systematic problem with a drug or vaccine, as opposed to a coincidental relationship, vaccine safety experts say.

During the Daily Press' investigation of the vaccine and its effects, the newspaper found three cases of amyotrophic lateral sclerosis - ALS, or Lou Gehrig's disease - that the military hadn't reported. The disease destroys muscles and nerves, is always fatal and rarely hits people younger than 45.

One of the three cases involves Navy Capt. Denis Army of Virginia Beach. Army died in 2000, after developing symptoms less than a week after his first anthrax vaccination - and a few days before his 45th birthday. His widow filed the first public acknowledgement of his death and its temporal connection to the vaccine this year. That occurred after she talked to a Daily Press reporter and learned that she could file a report with the federal Vaccine Adverse Event Reporting System, or VAERS.

SAILOR'S DEATH NOT REPORTED BY MILITARY

Navy Petty Officer 2nd Class Kristin Shemeley died of ALS in 2001, at 29. Her symptoms began about two months after her third shot, a sworn legal document detailing her illness says.

Before Shemeley died, she spent 14 months in Walter Reed Army Medical Center in Washington, where she was regularly visited by high-ranking military officers, said her mother, Ginger Shemeley of Quakertown, Pa. She says her daughter repeatedly told those generals and admirals that she was suffering because of the vaccine and even pleaded with one of them to stop giving it to troops. Several of those generals and admirals had promised Congress that such cases would be publicly reported to VAERS.

The military never filed a VAERS report on Kristin Shemeley. Ginger Shemeley filed one after her daughter died.

Col. John Grabenstein, director of the military's vaccine agency, said no one from the military intentionally misled Congress or the public. He said the 20,765 hospitalizations merely followed vaccinations in time, without documented proof of a cause-and-effect relationship.

He said a statistical analysis showed that those who'd been vaccinated weren't more likely to be hospitalized or likely to seek medical treatment than those in the military who hadn't been vaccinated from 1998 through 2000.

Some medical experts say this approach doesn't adequately address the problems of many people who report illnesses after anthrax vaccination. That's because the approach is limited to comparing rates of illness involving one symptom or disease - instead of the complex combination of symptoms and illnesses that many veterans report after getting their shots.

The data that the Daily Press used to document the underreporting of hospitalizations came from a report that Grabenstein supplied in response to the newspaper's request. It's never been made public until today.

It covers 1998 through 2000, when the Pentagon did detailed evaluations every three months to compare hospitalizations, clinic visits and medical treatment data for those who'd been vaccinated, compared with troops who hadn't. This quarterly analysis stopped and hasn't been done since, Grabenstein said.

The practice of not reporting all hospitalizations continues.

Quarterly analysis of the vaccine's effects ended just as the nation's only manufacturing site for the drug regained its license. That was in 2002, after federal inspections found many safety and other problems that prompted a shutdown and renovation that began in early 1998.

The company's current manufacturing techniques provide greater potency compared with earlier versions of the drug, said the Government Accountability Office, Congress' investigative arm. The manufacturer, BioPort Inc., says there's no difference in the drug made since 2002 that might cause health problems.

TOP GENERAL NOT TOLD MONITORING TO END

The decision to discontinue the quarterly health monitoring program means that the biggest gap in research about the vaccine remains: There are no systematic long-term studies of the health of those who've taken the drug. Most studies that the Pentagon cites as support for the vaccine's safety involve monitoring that lasted days to a few months.

None lasted as long as five years, the minimum length of time recommended by a nationally recognized panel of scientists assembled by the Institute of Medicine in 2002. The institute is a nonprofit organization that provides expert advice to Congress and other government agencies.

After the quarterly reviews of the vaccine's effects stopped, more than a million troops were forced to take the vaccine - until a federal judge ruled last year that the drug had never been adequately licensed for protection against anthrax use in warfare.

He ordered the military to make vaccination voluntary. The Pentagon is appealing that ruling. Lawyers argued the case Thursday, and a decision is expected by February.

VACCINE MONITORING STILL IMPORTANT

Grabenstein said he decided to halt the quarterly studies after consulting the chairman of the Institute of Medicine panel and its staff, and with doctors affiliated with the military. He acknowledged that he didn't consult the general who ultimately was responsible for the anthrax program.

The chairman of the institute panel, Brian Strom, said he didn't recall what was discussed at the time about the quarterly reports. But he said, "I think they should continue to be using it," in case there's a problem.

Another panel member, Linda Cowan, said she's sure the committee expected quarterly reviews to continue and pointed to a number of the panel's recommendations and findings that she said clearly contradicted Grabenstein's interpretation of its report.

Strom and Cowan emphasized that they thought the vaccine was still safe.

Beth Clay isn't so sure. She directed the staff of Congress' House Government Reform Committee investigation into the anthrax vaccine from 1998 to 2001. She continued working on the subject as a congressional staff member through 2003, after her Republican boss was no longer chairman of the committee.

Clay said the military's decision not to report all the hospitalizations gave the public and Congress a rosier picture of the vaccine than it deserved.

"We were never given this data," she said. "Had we seen this, the committee would have had significant questions" and would have demanded more information about the program.

After reviewing the report obtained by the Daily Press, Clay said it raised several questions about the vaccine's safety. She said Congress was never told about the detailed level of data in the report but was assured regular monitoring of the vaccine and its health effects would continue.

Terminating the quarterly reviews would seem to break those promises, she said. "It's just appalling that they didn't keep up with this," she said.

Steve Robinson is executive director of the National Gulf War Resource Center, a lobbying and advocacy group for veterans. He said he was stunned when he learned that the reviews had stopped: "They track the flu vaccine and not the anthrax vaccine, which is totally crazy to me."

He said discovery of the hospitalization data showed that the Pentagon couldn't be trusted to monitor the vaccine's safety.

"You can't let Enron investigate Enron, and you can't let DOD (the Department of Defense) investigate DOD," he said. "We work with the people who have been hurt by this vaccine every day."

No one knows how many, or how few, of the 20,765 hospitalizations are directly attributable to the vaccine. Ruling out certain illnesses, such as broken bones or injuries from falls or other accidents, might appear a safe bet. But military doctors have documented cases where broken bones and other injuries from falling were the result of vaccine-induced loss of consciousness affecting the nervous system - sometimes beginning months after vaccination.

The difficulty of figuring out what's related and what isn't is why safety officials encourage people to file reports even if they're not sure.

WHY PENTAGON DIDN'T FILE HOSPITAL REPORTS

Still, medical experts consulted by the Daily Press said it's unlikely that the vast majority of the 20,765 hospitalizations resulted from the vaccine. They said that if all hospitalizations had been filed with VAERS, it would have overloaded the system and caused problems for experts trying to analyze the data.

Grabenstein said those were among the reasons that the full number of hospitalizations was not reported. Another reason, he said, was that examinations of the data showed that if there were adverse effects from the vaccine, they were so infrequent, they weren't detectable by statistical analysis. Doing this type of analysis - instead of simply reporting the incidents to VAERS - provided a more definitive look at the health effects of the vaccine, he said. As a result, "we decided not to file" public reports about all hospitalizations, he said.

Those considerations weren't relayed to Congress or the public.

During the years covered by the hospitalization report obtained by the Daily Press, dozens of sick veterans who'd received the shot went to Capitol Hill, complaining of various health problems. Some got the shot for the 1991 Persian Gulf War, in which the vaccine had its first widespread use. Others were members of the military forced to take the shots under a mandatory program that began in 1998.

Their complaints had common themes: Fatigue. Chronic pain in joints and other symptoms of arthritis. Tingling in their feet, arms and hands. Mental lapses. Often, more than one of the symptoms were present, making diagnoses difficult.

Sympathetic doctors testified that these complaints were indicative of autoimmune problems, in which the body's natural protective mechanisms go haywire and start attacking healthy cells and tissue. The doctors said that could result if the vaccine overstimulated the vets' immune systems. The vaccine primes the system to develop protection against anthrax.

Bewildered and sometimes-angry members of Congress asked how many vets were affected. Pentagon doctors and generals used the cases reported to VAERS - fewer than 100 hospitalizations or other "serious events" from 1998 to 2000 - or said the number was so small, it couldn't be detected.

VACCINE REPORTS ARE FIRST LINE OF DEFENSE

The two sets of numbers for how many hospitalizations followed the shot come from a comparison of two sets of data kept by three federal agencies.

The Food and Drug Administration and the Centers for Disease Control and Prevention maintain the only database open to public inspection, VAERS. VAERS is the nation's first line of defense in identifying possible problems with vaccines after they've been licensed, said Susan Ellenberg, who led the FDA's efforts to monitor vaccine safety from 1993 to 2004.

During congressional testimony before the House Government Reform Committee's Subcommittee on National Security, Veterans Affairs and International Relations in July 1999, Ellenberg explained how and why the system worked.

VAERS was established to help identify and head off problems once a vaccine is licensed and more people are taking it, she said. The few hundred people typically involved in vaccine or drug testing and licensing trials can't mimic the diversity of age, race, gender and other biologic variables encountered once the vaccine gets widespread public use, she explained.

Reports to VAERS by civilian doctors and hospitals are mostly voluntary, based on suspicion of a connection between an illness or injury and a vaccination, Ellenberg told Congress.

Doctors and others are encouraged to file a report, known as a VAERS-1, even when they aren't sure there's a cause and effect, she said. That's because VAERS requires as many reports of problems as possible, so experts can identify possible patterns and investigate further, she said.

An Incomplete Picture

Despite promises that hospitalizations after anthrax vaccinations would be reported, the Pentagon withheld data on more than 20,000 cases.

GENERALS' TESTIMONY PROMISED REPORTS

During the same congressional hearing, Lt. Gen. G. Robert Claypool - then the deputy assistant secretary of defense for health operations policy - assured Congress that military doctors, hospitals and medical officials were filing VAERS-1 forms, too.

And, he said, they were expected to report even more cases than civilians - including all hospitalizations.

"The duty to report adverse medication events has been codified for many years," Claypool testified. "The joint regulation requires submission of a form VAERS-1 for all adverse events resulting in more than 24 hours of lost duty time or any period of hospitalization. These requirements represent a higher standard than in comparable civilian community health care settings."

There was no mention that the word "all" didn't mean all hospitalizations.

Two months later, Lt. Gen. Ronald R. Blanck, then the Army's surgeon general and the top Pentagon official responsible for the anthrax vaccine program from 1998 to 2000, gave similar assurances to Congress.

He said, "We have a reporting system that when either of those two criteria are met, that is, either a patient is hospitalized following an anthrax immunization or misses duty because of it for greater than 24 hours, we have an active reporting system. That must be reported to us. We, in turn, report it to the Food and Drug Administration, and they have a group that reviews those reactions."

Clay and other congressional aides say these assurances came in private, too. "We had lengthy conversations that they were supposed to report," she said.

But the numbers reported were very low. And the Pentagon stuck with them for years to persuade the public that the shot was safe.

In December 2003, Pentagon officials conducted a news conference to rebut a judge's ruling that the shots had been given illegally and that troops had been used as "guinea pigs." Grabenstein was asked whether he had "any data on the numbers of people who have had bad adverse reactions to the vaccine and would have required hospitalization."

He said that only 69 hospitalizations had been reported to VAERS for the anthrax vaccine from 1998 through 2000. A panel of civilian experts had analyzed each, he said, and decided that 11 were results of the shot. The 69 cases were "a complete, exhaustive list of what was reported," Grabenstein said.

Grabenstein told the Daily Press that his statement wasn't misleading. He said no one should expect all hospitalizations after vaccination to be reported to VAERS - despite the Pentagon's written policies - because the number included cases unrelated to the vaccine, sometimes years after vaccination.

He said, "The simple answer is it's so obvious, it's never appeared in the memo."

NO EXCEPTIONS NOTED IN POLICY MEMOS

The memo, "Policy for Reporting Adverse Events Associated With the Anthrax Vaccine," serves as the standing order for all military personnel. It reads: "For the purposes of reporting anthrax vaccine adverse events, a Form VAERS-1 must be completed and submitted using service reporting procedures for those events resulting in a hospital admission or time lost from duty for greater than 24 hours or for those events suspected to have resulted from contamination of a vaccine lot."

The memo lists additional circumstances requiring a report, but nothing that would permit excluding hospitalizations after vaccination. It refers to the Pentagon's formal regulations, which don't include the exclusions that Grabenstein cited.

The data on all hospitalizations after anthrax vaccination comes from the Pentagon's Defense Medical Surveillance System, or DMSS. This computerized tracking system pulls medical records for every shot, clinic visit, hospitalization or other instance of medical treatment for active-duty military personnel.

Experts in health care and statistics say it's one of the most important medical databases in the world. That's because of its precision, its millions of patients, and the diversity of drugs and vaccines used by the armed forces. By design, it's more complete and accurate than VAERS. Unlike VAERS, its data isn't open to the public.

EXPERTS: NO EXCUSE FOR SECRET DATA

The Institute of Medicine report that Grabenstein cited as supporting the vaccine's safety and his decision to end the quarterly monitoring program also says the DMSS database should be open to researchers outside the government, with precautions to protect the privacy of individuals' health records.

This hasn't been done. Grabenstein said the military had not been able to figure out how to protect individuals' health records and make it work.

Strom of the institute panel and other experts say it should not be that difficult. "There's no excuse," he said. "We use these kinds of data sets in Medicaid and Medicare data all the time. There are technological solutions."

Cowan, another member of the panel, said the institute's recommendation was based, in part, on the military saying it couldn't afford all the analysis that the data was good for: "That way, you get the most of what the American people have invested in."

Strom said keeping the data from the public only bolstered the perception that the military was hiding the truth about the vaccine.

Walter Schumm is a professor of family studies and an expert on statistical methods at Kansas State University. He said he and other researchers would love to get the DMSS data. He's a retired Army colonel who's spent more than a decade using statistical analysis to examine the vaccine's safety - after friends and others in uniform began complaining about health problems after the shots.

Schumm has used other data made public on the anthrax vaccine to publish several scientific papers that poke holes in the safety assertions made by Pentagon doctors and researchers.

Good science involves people with different approaches to the same problem having a chance to test their theories, Schumm and others say. Their findings might cement the safety assertions, he said, but no one knows for sure until the military loosens its hold on the facts and data.

He said, "If you let independent people have the data, you risk losing control. In combat, letting things get out of control gets people killed, so loss of control is a very sensitive issue. I'm just sure they're trying to protect their program."
